Oh, I know what they are, and they are widely used in lighting, but I wasn't sure why they were in a cafe.

I suppose if all the room lighting is run from one switch then they all be on 5A plugs.
 
Also stops someone overloading the lighting circuit with a hoover

I'd assume a switched lighting circuit.  Or possibly, given the proximity to the RJ45s, a hoovering-proof supply for computer equipment of some kind.

No idea what that weird one at the top is, though.   ;)
With regard to wood not being straight, what do you expect trying to make things out of a dead vegetable!

They look just like what my are in my dad's house, which was built about 4 years ago (he does have standard square pin sockets too!) But unlike the ones in India which also look identical, European two-pin plugs won't fit in them.
