Typically a pro rider with a Pro-Tour team would have at least a bike at home and 2 with the mechanics for races.
Cavendish is likely to have at least 1 at each home, probably 2, and at least 3 with the mechanics, probably 2 sets of 3 to allow for travel between races. Probably several more frames at the Sky Service de Course centre in Belgium, plus time trial bikes.
Plus, of course, frames with special spray jobs for green jersey wearing etc.

Pretty extreme stem/seatpost lengths there. I suppose they choose the smallest possible frame for the size of the rider to minimise weight?

I doubt the small frame saves much weight, because the stem and seatpost have to be that much longer and beefier than would be needed otherwise, therefore heavier. The frame will be very stiff for out-of-the-saddle sprinting.
The drop of the bars is shockingly deep as well.

It looks tiny to me , and my bikes are tiny (51cm centre-centre with horizontal top tubes). Yet apparently Mark is 1.75m tall, 6cm taller than me...
