Software to edit .mov quicktime videos...on PC

I been looking for software for Win 7 that will edit .mov quicktime videos (Panasonic Lumix camera) e.g. downsize them etc.  The only thing I can come up with is Quicktime Pro for windows (£20).  Anyone use this, or have other recommendations?
