They'd be easy to make.   Get a pair of platforms, machine out a deep recess, fill with epoxy.   Drop in a pair of timeserts in the appropriate thread size, fix with epoxy, screw in cleats.   Voila, tarty cycling shoes! 

There may be a safety aspect to this as well.  I recall some journalist writing about riding in Central London in a short skirt, fishnets and heels.  She (anecdotally) thought that she was given considerably more room by drivers as a result.

Couple of girls at trash city at Glasto had them, hence knowing that the came with them the were of a similar design shoes (point heal and large sole) but had a patterned upper.  Think a costumier in East London supplied them.  Shall I see if I can find her number?

Bit unstable pedalling in them, given the platform height, and the sole would probably rip off with a bit of fixed leg-braking action.

But then, they're obviously not designed for that kind of riding.
