They'd be easy to make. Get a pair of platforms, machine out a deep recess, fill with epoxy. Drop in a pair of timeserts in the appropriate thread size, fix with epoxy, screw in cleats. Voila, tarty cycling shoes!
There may be a safety aspect to this as well. I recall some journalist writing about riding in Central London in a short skirt, fishnets and heels. She (anecdotally) thought that she was given considerably more room by drivers as a result.
