Garlic going walkabout?

In the relatively short time I've been growing garlic I've had to replant quite a few each year.

I've been told it's birds/squirrels/something else pulling them up but don't think it is and to me it looks like they're pushing themselves out using their own roots.

I think I heard a snippet of something along these lines a while back but searching online hasn't been successful.

Am I right to think they're on the move?

I only grow the 'elephant' garlic and plant it 4" deep. The soil on the allotments is heavy, soo it's not a problem I've had.

I've heard of birds pulling onion sets out if you leave the dead stalk on.
If it ain't broke, fix it 'til it is...

I've had onions, garlic and shallots pulled up, probably by birds.
