A grand total of 4 people have signed it in my neck of the woods! That's not really unexpected given it's a largely rural constituency and cycling levels are pretty low, but I am surprised by the lack of support from our urban cousins & nieces. I would have thought they would be the ones who would benefit the most.

My cycling politician of few elections ago was a solicitor and I asked him to campaign for this.
He refused because he said that there would be too many complications with English law presuming innocence.

I doubt he's that stupid, so assume he was just fobbing you off.  Either way I hope you found someone better to vote for.
The principal of innocent until proven guilty has never applied to civil proceedings and even within criminal law there are examples of strict liability.
