Recirculating Chillers

I am currently working in an overheated office and there are a number of chillers (that don't) in the office.  These appear to be recirculting water chillers.  I don't see understand the principle of operation.  Presumably it works on the evaporation principle but there is no water inlet or outlet so how does it cool.

Anyone care to comment?

I have something like that in my bedroom - that I need for a only a few days a year.

In mine at least, I think the water is used as a heatsink, like radiator in reverse.  Ice can be put in as well.  Yes they are rather ineffectual.  It's just a glorified fan, really.
