There exist a proportion of the population who need to bolster their flagging sense of being by targetting minorities and bigging themselves up.  In the past they were allowed to identify minorities by race but this easy route is no longer available (legally) so instead they pick on other identifiers such as riding a bicycle, claiming benefits, being an immigrant or whatever.
