This is actually a perfectly serious sign, but it did make me wonder why the Electric Chairs didn't merit a mention ;D

Rather amazingly though, that cycle route appears to have priority over the roads it's crossing, rather than the normal approach of a "Cyclists Dismount" sign every six foot.
Actually, it is rocket science.

I can't figure out where it is. The cyclist is riging on the right and the cars are driving on the right and the number plates look British enough but SLOW is in English. Who else uses yellow read number plates and paints bicycles with square wheels?

It's the UK.

The cyclist is cycling on the wrong side of the path - the fact "SLOW" is upside down on that side is a giveaway (although I'm not sure there's actually a law requiring you to keep to the left on segregated cycle paths). Mind you the signs fixed to the posts suggest you should cycle on the right.
The cars are actually on the left although the prescence of a bus lane on the nearside makes it look as if they're driving on the right.
It didn't look at all like that in the photographs

On a similar theme, this is on the border between Fermanagh and Donegal, in the area sometimes known as "the back of beyond":




How would anyone get there without noticing that in Northern Ireland we also drive on the left?  ???

Furrens wot has been in RoI might enter NI thinking new country = change of side? Or it's put up against the remote possibility of RoI deciding to drive on the right? Or just automatically it goes up on/near all border crossings?

I like the way the grass starts growing in the middle of the road right on the border. I'm not sure which side of the border that grass is on, but it's clearly lost its passport!

They aren't at many border crossings, but there a few in this part of the world (reputedly the inspiration for Spike Milligan's "Puckoon") on the north shore of Lough Erne between Belleek and Pettigo, which was cut off by road from the rest of Northern Ireland until after WWII . The signs are in the RoI which is here north of the border.   ???

There is a good fishing lough just to the south, which accounts for the difference in the state of the roads. Carry on for a couple of miles until you get to a fully paved road again, and you will find this relic of pre-EU days:
