Going Rate for Motor Travel Expenses?

Is there a generally accepted rate for the claiming of travel expenses incurred by car, in terms of a rate per mile?

As I understand it:

45p per mile up to 10,000 miles per year, thereafter 25p

You can be paid more or less. If more you have to declare it and will be taxed on it, if less you can claim the difference back off your personal tax.

Bicycles 20p per miles. Even if over 10,000 miles pa
It is simpler than it looks.

and 5p per passenger if it is a work journey for them too.

When I was working, there was also 1p per mile for carrying equipment.
I tried to add this to one of my travel claims when I took a laptop in my pannier when I needed to spend an afternoon at a different site. 
It was refused.  I didn't bother to argue.  It was only about 15p and I'd only claimed it to make a point.
Admission.  I'm actually not that fussed about cake.

My employer, the government, pays 25p per mile. Then at the end of the year i can apply to the tax man, also the government, to give me the missing 20p to make it up to 45p.  Crackers.
