Bear in mind that the courses have to be paid for by the participant, and they will probably have to take time of work to do them. And for most decent people (EG for the elderly woman to struck me a glancing blow before Christmas), just having to deal with the police will be a significant source of unpleasantness.
Although, in this case (significant injuries resulting) I think a stiffer penalty would be appropriate.
