Proper tough phone

Any recommendations for a proper tough phone not some expensive smart phone that's a bit tough. Would use for light internet use, mainly YACF obviously but I'm not a heavy data user and rarely watch videos online.

Ability to use WhatsApp as well would be good

Other then that it needs to be tough and very water resistant

I don't really think that 'internet use' and 'properly rugged' are compatible.

As soon as you put a screen that is capable of internet navigation on a device, the device is vulnerable.
I have a water resistant (to being submerged standard) phone. The screen is still vulnerable to bangs and bumps. Any phone with a touchscreen is going to be vulnerable.

Phones that had buttons were physically tough and stood up to drops, but gummed up.
