This is the Trampe Bicycle Lift in Trondheim.  They should put one of these on the Cairn o' Mount.

My fitters have installed large format graphics, advertising the products of a fruit-named computer manufacturer from Cupertino, in Trondheim. I should get them to hire some bikes and check that out, next time that they are there.

It would probably be compromised by some stupid loss of priority at Great George Street. But they should have put one on the Redcliffe Flyover!
