I seem to remember reading that it's quite possible to remove a cobra's fangs by getting it to strike at a bit of loosely woven cloth and then yanking them out. I reckon that's what has happened here.

A cobra is a funny snake in that if you touch it on the back of the head you can push it to the ground and it doesn't resist. I'd imagine it's perfectly easy to cruelly de-fang it.
