I think I've said that at the small estate I managed, when I pointed out that someone parking where they did would prevent a fire engine getting around the corner readily agreed, that yes, it would, but you see, there was nowhere else to park so what where they to do?
Eventually, they acceded to parking elsewhere in principle, instead just leaving their car there at night in the hope that no one noticed (when challenged: we'll move it if a fire engine needs to get around). Seriously.
We solved it by physically obstructing the space with a large planter and tree.
Half the streets around us would, I expect, be inaccessible to fire engines, particularly from the evenings onward.
