Most of the deliveroo etc riders I see seem to be using illegal electric motorcycles.

London is full of them. But if you are a zero hour, minimum wage slave then you're not going to spend big money on a proper e-bike or moped, and you are not going to waste your energy pedalling it when the electricity can do the work. I feel we have bigger fish to fry than this.

They're used by chavs and hooligans around here, to rip up the grass and bowl along cyclepaths and pavements at night at 40mph.  Ok, they are quieter at night than the usual stolen mopeds.
