Why the top tube pad or hanky ?

Anti-frame-scuffing ?

Nut protection ? Had one on my BMX racing bike when I was 12.

Protects your suspiciously pristine track bike from the rough surface of the lamppost you've locked it to as you sip your doplo moccha latte.

And from your brakeless (and thus unrestrained) handlebars swinging their track-taped shiny bits into your uberspendy frame.

Many's the bike I've dinged while the brakes and gears are decabled. ::-)
It takes blood and guts to be this cool but I'm still just a cliché.

My top tube is chipped  :-[

I was very careful, but it took a bit of a knock from January 2nd's fainting incident, as did the back of my head (I was wheeling the bike at the time, h*lm*t zealots  :P)
