As you say, there is no left or right.  Although there's probably a standard (geddit? ) for when depicting a flag sans flagpole. No idea what that is though.
Likewise, the Dragon always faces the pole.

The Village Ensign had a Union Flag up yesterday ( upside down as usual). Other than it being Dave Hill's birthday, I couldn't find a reason. There normally is one, rather than being a bunting nonce.

The St George’s flag reappeared on the village church tower flagpole on Saturday. When a flag first appeared, around 15 years ago, it was a Union flag, but one of the more religious/knowledgeable amongst the congregation pointed out that the correct flag for Anglican churches to fly was that of St George, and so it was changed. It makes a handy weather vane.

Many years ago, the first incarnation of the Audax Ecosse jumper featured red lions rampant on a yellow background.
There never seemed to be a consensus as to whether said lions were looking the right way.
