I suspect close passing will be perceived as 'No crime' after today's news item...

Probably; though driving without due care is a crime, unless it is directly witnessed by the police there is no chance of a prosecution.

Since we won't pay more for a better service we should expect to get what we pay for.

Perhaps we could organise our own vigilantes to look after us (crowdfunded)? (a bit like those "Guardians of the London Underground" - whatever happened to them??)

You could give them distinctive clothing and call them Targets.
