Help to fill a form

I am filling a form for a visa for my father in law and I am having this question:

"Have you worked for any organisation of a type: ...government (central or local), public or civil administration...

He's been a teacher for a school run by the government. Should he reply Yes or No?

It's probably quite obvious but i am not used to this kind of stuff.

He should reply no.  They want to know whether you've been an MP or a local councillor, state-run education isn't an issue.

Those application forms are enormously ambiguous.
