The Siege and Investiture of Baron von Frankenstein's Castle at Weisseira - from Blue Oyster Cult's Imaginos album, although mostly recorded by a guitar army led by Joe Satriani and a stand-out vocal performance from Joey Cerisano.

The Bastard Son of Dean Friedman; Dickie Davies Eyes; I left my heart in Papworth General.

Almost the whole Half Man Half Biscuit catalogue has a good deal of depth to it. As for album titles, Achtung Bono is a kick up the arse of the Irish, pissweaselish popster.

I was always intrigued by some of the titles of Penguin Cafe Orchestra pieces.   The sound of someone you love who's going away and it doesn't matter is particularly evocative but other gems include Cutting branches for a temporary shelter, Southern jukebox Music and the wonderful Music For A Found Harmonium, which was composed on a harmonium that Simon Jeffes did actually find, in a street in India, if I recall.
Why should anybody steal a watch when they can steal a bicycle?

For pure mad song titles, Half Japanese/Jad Fair (and collaborations) but are usually too short to be "the best music" but deserve mention e.g.
