I'm guessing that the bike lane is closed for some reason and that sign is warning drivers that bikes will be on the main carriageway and not in the bike lane.

There's probably another sign, just behind the camera, that says "BIKE LANE CLOSED - USE MAIN CARRIAGEWAY" but it would be less "funny" if that wasn't shown.

isn't that like a SLOW SCHOOL? (or in Wales a SLOW ARAF; presumably a native animal)

OK, one last time. Imagine there are 3 signs in a row. In the order you see them:-

"BIKE LANE CLOSED AHEAD"

"BIKES USE MAIN CARRAIGEWAY"

"WATCH FOR BIKES"

Without the context of the first two the third does look stupid.

Or, since it's an electronic sign, it may loop through these 3 messages every few seconds. Then it does make sense.

But, never let the (possible) truth stand in the way of an Internet meme.

All American road markings are written this way, you don't read the whole thing, you have to read them in sequence from closest to furthest. because the American driving test standard is so low, most drivers are on the roads without progressing beyond the learner style looking right in front of the car.
