Yeah, that article says it...

And sure, maybe it's technically correct to say that the decade ends in the 0 year, not the 9 year

So there!
It is simpler than it looks.

Every day and every minute is the end of a decade. Just depends on when that decade started.

It's only wrong if you think that Dionysius Exiguus didn't fuck up when he went from 1 BC to 1 AD without a year 0; which meant, as any fule neau, that the first true decade began in 10 AD, the period from 1 to 9 being a nonade. To be fair, zero didn't reach Europe for another 700 years.

The calendar is all bollix anyway.  Made up by a dodgy populist dictator and later modified by a pope*.  Why on earth couldn't one of them have stuck Dec 31 on the shortest day?  As it is, New Year celebrates nothing except a meaningless number flipping over.

Right, I'm off to burn a virgin policeman.

Do Shintoists use the wacky Japanese calendar based on years of the current Emperor?  To fill the expensive aluminium, and now redundant, tax disc holder on the MX-5, I got a Japanese shaken (MoT-type inspection) disc which has a very odd year marked on it.

I think the Shinto calendar is lunar but some Japanese official functions use a regnal calendar. A bit like the system they use in Westminster for dating acts of parliament, I suppose; but almost certainly also very different.

New year marks the end of midwinter. Approximately:
Dec 12 = earliest sunset
Dec 22 = shortest day
Jan 01 = latest sunrise
