But have a look at Allendale Tar barrel parade 2018 (on you tube ) .
                                                                                                   New year celebration.
                                                                               

Health & safety on holiday .  You can only carry a burning tar barrel on your head if you are born in the village .
That's because they are all inbred & don't know any better .

Also not an answer, just a comment on cc's post above...

Sounds a lot like the Burning of the Clavie in my old home town of Burghead.

A barrel of burning wood and tar is humphed around the village by the designated drunk Clavie King, eventually getting plonked in a purpose-built cairn on top of the local hillock.
Much boozahol is usually involved.
