Pedantic, perhaps, but being a citizen does not necessarily mean fluency in the language...

Quebec has some weird arrangement re language to 'prevent the dilution' of Québécois culture, so if you want to live in Quebec, they effectively get a veto over your Canadian citizenship if you're not Frenchified enough for them despite the fact that you don't have to speak French to live in Quebec if you're Canadian. I'm not sure why you simply can't immigrate to Ontario and then sneak over the border when they're not looking.

That's a bit unfair on the dog.  Unattended cars slipping into reverse and going round in circles is a fine American motoring tradition, on account of them having failed to discover clutches or handbrakes.
