It is indeed a clutch puller for an MBK moped (MBK being IIRC the reiteration of Motobécane after they were saved from extinction by Yamaha). There is traditionally a very close association between mopeds/lightweight motorcycles and bicycles in France with some older shops supporting both activities, so it is not surprising that a tool manufacturer with a large bicycle tool catalogue should also do moped tools since the reps will be selling to a common clientele.
