Will I need to also add some shim/innertube on the inside of the P-clip and what sort of tolerance will I get from P-clips? I'm not sure +/- 1mm and not sure what to buy (especially as online prices factor ~£6 postage)

What are you clamping them to? I had a front rack attached to suspension forks with P-clips and it just worked, but they did come with a sort of rubbery liner, so adding some out of inner tube or similar might be a good idea.

If you buy the P-clips with the rubbery liner, they seem to account for this in their specified size.
If the tube isn't circular, some guesswork will be required.
