That’s what I understand. It’s then up to the guarantors to fight amongst themselves.
It is simpler than it looks.

I wonder if it's worth checking on how the agents enforce all named tenants the agreement have guarantors...

From experience of having look after students in the east end.

All usually pay up.  Places usually aren't left that messy. 

All deposits are held in a bond scheme that has a strict criteria for the landlord to be able to make charges against the deposit.

Is it 'normal' to require the prospective tenants to pay deposit & fee before signing the tenancy agreement?

Holding deposit already in place, so admin fee & full rental deposit to be paid before the agreement is actually signed...

Edit.  They may go down the optional 'reposit' route.
