Bicycle lamp holder?

Hi, I am wondering if anyone can help. I have been given an old ('53) Raleigh Superbe (not in superb condition) and this was an additional part that came with it. It looks like it mounts on the headset. Is it what I think it is? Does it have any value?

It could be a mount for a bottle cage.  In olden times, bottles went in front of the bars and lamps (in the UK) went on the RH fork blade.
Hard work sometimes pays off in the end, but laziness ALWAYS pays off NOW.

I think it is - here's my old Superbe (I fixed it up, rode it for a year and then part-exchanged it for a MTB)

It would be awesome to convert one of these to electric assist (though obviously it would need better brakes than the rods - I built a drum brake front wheel for this one). ;)
