I believe it is a triathlon bike with the kickstand included to allow social distancing in transition area. Vital grams have been saved by avoiding handlebar tape.

Aberdeen, too.  Now that's optimistic.
When my sister took us to a very nice beach very close to Aberdeen, I was surprised that there were topless ‘sun’ bathers in evidence. The on;y time I’ve seen such in the U.K.

You've never been to Scotland when the sun's out(ish) and the rains off have you.

It's literally called "taps aff" weather.
The women are usually more cautious abiut it though.

It's a drag bike. In both senses: it's a triathlon bike dressed up as a tourer, a commuter dressed up as a time trials bike, or... take your pick. But it's also a drag bike because the photos show the bottled gas propulsion system!
