Dual routing brake levers

From a venerable member of this forum I acquired a pair of 1990 vintage Campagnolo Xenon brake  levers.  These have the option to route the cable either through the top of the hood (non aero) or under the bar tape (aero).
The part that the cable threads through (cable stop?), and the nipple sits in, is mounted in a groove so that it can move, presumably it should be in the top position for non-aero and the bottom position for aero.
However, when setting up the brakes for non-aero routing, however tightly I pull the cable, the cable stop is in the middle of the groove.  When I pull the lever, the cable stop moves in the groove, taking up most of the lever pull and making the brakes very ineffective.

Can anyone remember how to set these brake levers up for non-aero routing?  Do I need an extra part?
