Stoker bars

Proper newb advice sought.  My wife needs some stoker bars for her bike (actually a longtail cargo that my daughter will be on) but her saddle is low.  Surely (?) it should be standard kit to have a stem attachment to the seatpost with a decent rise followed by some sort of north road bar - or have I missed something?

Not north road bars- stoker bars. And yes with rise. You can use MTB 'flat' bars with a rise, too.

I still have an adjustable stem for our brevet tandem (after 20,000 miles!)

I can't now remember how we got the stoker bars high enough for me on LEJOG, but we didn't find a useful product and it was bodgetastic. Extendable stems bring the bars towards you as well as up, which wasn't helpful. A long-reach adjustable stem clamped onto the stoker stem, maybe?

Definitely I used flat bars with bar ends. With any stoker stem you can of course easily exert enough torque to twist the pilot's saddle round -- so you don't. It didn't matter that the arrangement we ended up with was a bit flimsy.
