it has been hit into tarmac belonging to a building nearby, they say that have no knowledge of it. Also that there are others about.

Looks like a survey point to me. Used when either surveying a site, or setting out for construction. Can't be 100% certain, but that's what it looks like to me.

The business doesn’t need to know anything about survey points. They just need somebody to build an extension or mark the boundaries or whatever. The actual process is irrelevant to them.

It's just a masonry nail and a washer to stop it being hit too far in. Also known as a mickey pin.

So someone can access private land (in this case over a fence) and place the points without the landowner knowing?

A business can commission some work to be done on their property that requires a survey and yet they don’t know about the existence of survey points.

Maybe it has been there for years, you've just not noticed it before.

And the business is not necessarily the same as the landowner.

It’s not me that has noticed it, and in this case the business (and land) owners are one and the same.

Maybe, maybe not. Contractors may carry out a survey to do commissioned work without mentioning that a survey was needed.

Given where it is, you are more accurate than you might hope for… I’ve had a 5G in LED lights conversation with someone only a few metres away from there!

Huh!!! Those insidious little things are in fact the compact and discreet antenna sections of small Gates microchip relay transmitters. As you pass then they pick up the signals from the microchips swimming around in your post-covid vaccinated bodies and report to base.
