Note taking/whiteboard windows program

I teach using smart board, which is proprietary and not paid for by new job.

Ideally I would move to a program that students can also access (cloud?)
That can distinguish finger interface from pen interface
Ideally that responds to wacom pen button for eraser function.
That will allow me to move objects about the page as I explain stuff.

Any recommendations?

Can't really make any recommendations as we are hide-bound by IT and GDPR policy. This means we are stuck using the whiteboard function in Teams if we "want" to use that function. Make of that what you will. We cannot go off grid and provide our own solutions that deviate from GDPR policy (actually for good reasons) but YMMV. We'd probably be limited to Teams or a Google Jamboard.

After that, it would be post-it notes and a doc cam...

Have a look if OneNote is part of your software bundle. I use it for text based rough notes but it appears to support Wacom handwriting from a quick search.

Have you looked at Wacom products?

Bamboo paper might do what you want. Then you just need to cast it to a big screen for your class.

@telstarbox, we have onenote, tried it today and it doesn't distinguish finger touch from pen, not automatically recognise the button on wacom pens (maybe I can sort that in settings).
I am not Uber impressed by it's lack of ability to create basic filled shapes and the moving objects is more finicky than I expected with a number of features.
I understand that there are a number of plus points I have yet to discover, including being able to seamlessly share.
