Dutchie type loaner

Hi,
one of the hats we wear in this gig economy is running a holiday rental, soon to be two.
We like to have bike loaners for the guests to get about.
We have a pair of specialized rolls for the current rental which are great but $$ and a bit front heavy after adding a pizza rack and  a wire basket for beach towels etc.
We would like to go  ess $$ and a bit less front end weight for the next pair, but something that's quality.
Shipping to where we live is horrific, but recently happily bicycles are duty free now (yay)Any advice on what to look at gratefully accepted. USA and Europe based both welcome, though USA based would likely be kinder with the shipping costs.

ETA - probably best to avoid the classic omafiets, and go for one with handlebar brakes, like that Turkish one
