If he's really doing 40mph downhill while stoned, on a sidewalk/promenade that's shared with pedestrians, I'm not sure it's the pedestrians yelling at him who are the dickheads.

Nobody does 40mph on that bike. He is very stoned indeed if he thinks he manages 40mph on the promenade, or maybe the drugs he is using are TDF rated.

I remember one Andrew Letton winding a BikeE up to about 35 mph over a flying 200m.  It was modified with a cut-down stem to give a leaning-forward position and Andrew was a big strong lad.  And trying very hard.
