Most suitable rim width for running 25mm OR 23mm tyres?

What would be the most suitable rim width for running 25mm OR 23mm tyres? This would likely be for 700c Mavic Open Pro C rims (although, do this actually come in only one size?). In spring/autumn I may wish to run with mudguards, but likely clearance will only be for 23mm tyres with guards. I summer I would like to run 25mm tyres without mudguards on the same rims. In winter I won't be using this particular bike. Thanks!

They will be fine.

Sheldon Brown says internal width from 13mm - 15mm will take those sizes. I believe the open pro C are 15 mm. I've run 23-35 (outside Sheldon's range) on open pros with no obvious issues.

Great, good to know! Thanks. Will be running them on 32 hole silver Campagnolo Chorus hubs (2001 vintage, but unused), probably two-cross.

Narrow.  13mm is what most road racing rims come out as.  That's internal width, not external width.
Hard work sometimes pays off in the end, but laziness ALWAYS pays off NOW.
