Rear mech question

Need to buy a new rear mech - how do I know whether I need a top normal or a low normal?  ???

Top normal was standard until recently.  If you don't have a cable, the mech springs outwards, to the smallest sprocket.  With low normal, the mech springs inwards, to the largest sprocket.

Why?

They may have improved since I had one, but the bloody thing absolutely would not shift cleanly, in spite of having been installed alongside brand-new everything transmissiony.
