PC won't install Win10 update

2018-02 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4074588)

Says "Awaiting restart".  When you restart PC, it goes back to login page, and then under updates 'awaiting restart'.

Any ideas?

What happens if you choose shutdown?

Off the top of my head:

1) Something is running early on starting Windows that  is putting the PC into a perpetual 'pending reboot' state?
2) Windows Search service not starting?
3) Incompatible Anti-virus (strange manifestation)

If you go into Troubleshooting, you can choose to troubleshoot Windows Updates.

It'll find and fix corruptions in the update files themselves, corruptions in the list of updates, and generally get itself into a state where the update will go through. It might restart a couple of times along the way.

Thanks all.  Ran troubleshooting and it fixed something, and says 'up to date'.  If you go and check for updates, it finds an update which doesn't download.

So perhaps the answer is don't check for updates.   ;)
