Syria wasn't expected to sign the deal on account of the civil war that's been raging for the last six years and Nicaragua didn't sign because they believe that the agreement does not go far enough. It is also worth noting that being a non-signatory to the Paris Agreement is not stopping Nicaragua from doing its bit in reducing greenhouse gas emissions.

I have a few doubts about the spontaneity of those remarks. The camera seems to move in on Morgan's face a little too early for the director not to have known what was coming. Whether Morgan knew, of course, is another matter.

It's a multi camera setup, the director is cutting between shots and likely calling them. The video below shows that they have some previous & sport in that regard. The dawning realisation on the Bell End is a thing to behold.
