I noticed this cut on my 32mm GP5k tyre.

Should I replace it? or will it likely be ok? I'm thinking at the very least, I should add a spare outer to my bag for the next few rides...
The TWIs haven't disappeared yet, maybe 0.5mm or so depth left.

Keep riding it. It'll let you know if it's an issue.

Put a couple of layers of gorilla/duck tape on the inside of the tyre. It will be fine.

I'd say keep an eye on it, carry a tyre boot but don't rush to replace.

For me it would depend on how far from home I was planning to go and what my “rescue” options were.
