Not likely to be a common tactic, since the bike is likely to suffer some damage.
Hard work sometimes pays off in the end, but laziness ALWAYS pays off NOW.

Not uncommon in London, by gangs on mopeds attacking riders to steal bikes.

I remember cases of this happening in Richmond Park a couple of years back, but thought that was largely an isolated incident?

There was a spate of moped-mounted Yoofs robbing panniers off moving bikes down the Caledonian Road a Several of years back.  Used to secure mine with a toe strap when I had cause to go that way.

It happens quite regularly at Springfield Marina in Lea Valley to the point that there is a dedicated thread on LFGSS.

I'm in the habit of crossing the straps of roll-closure Ortliebs with the one on the opposite side of the rack for that reason.  Also useful for strapping things down on the top of the rack, and preventing pannier ejection during Comedy Off-Roading (with Mildly Inappropriate Luggage) incidents.

My daily driver panniers are Alturas, with their slightly faffier push-button release.

Nothing anti-cyclist, oddly. A couple about the "scum of the earth" who did that, and a guy who pointed out that Dark Lane was in Thundersley, and not Benfleet.
