News Story Help - London park food kiosk queue

Hi all, hoping that someone can remember the story and help out

A little while ago there was a story of a food kiosk in a London park/recreation area, being closed because the customers queueing were not social distancing. Some time later the ban was overturned and the kiosk(s) reopened. I seem to remember that the reason was that the outlets couldn't be held responsible for the queueing customers.

Can anyone remember where this was, I'm hoping the story has facts I can use...

Cafes shut and cycling was banned. I don't think it was overturned per se, but sanity later prevailed.
