Suggestions for fixing a mudguard

I have a set of SKS mudguards on my bike. Unfortunately, one of the stays that attaches to the mudguard has popped out of its rivet. The rivet is still in place.
How can I re-attach the mudguard stay to the mudguard?

Carefully drill off the head of the rivet (it's easier than you'd think as they're quite soft metal) then use a pop-rivet gun.

Or replace the rivets with 8 or 10mm M4 button head stainless steel screws with nyloc nuts - M4 should fit the holes pretty well.
