Just put an Ortlieb bar bag on my bike and it goes exatly where I normally put my lights. Where do you put your lights when using a bar bag?

I have a Topeak extender which allows me to hang the lights below and behind my bar bag. There is another firm (I can't remember which) that also makes extender. Dave Mellor in Shrewsbury has them.

For Klickfix, you can get an accessory holder which sticks up above the handlebar mount, and gives you space for lights etc. Though it depends on how big your bag is, and whether your lights are high enough to reach over the top. http://www.dotbike.com/p/9393

Don't know if will work with an Ortlieb bag, I think some of them are compatible with Klickfix?

Or a small carrier on the front fork, takes a shedload of lights:

Fork crown only works on some of my bikes, due to lack of big. On my galaxy the light was hidden behind (or squashed by) the bag on the fork crown so it is mounted on the hoop of the front rack.

Fork crown on my mercian (canti brakes) is drilled, so I cut a 6" length off old flat bar, drilled a hole and bolted it to the fork crown. Bingo, a length of bar below the bar bag in easy reach while riding.

The Klikfix extender looks neat but I wonder if you'll get a shadow of the bar bag cast on the road right where you want the most light. That's what happened when I tried something similar. I use a Topeak extender - Minoura make something similar - underneath the stem.

Just noticed this thread is in Camping It Up.  Probably ought to be in the root of The Knowledge.

Mrs B & I used to have fork crown mounted lights, which fitted neatly under my Carradice bar bag, but that was in the days when there were switches on some external battery packs & lights were either on or off. They don't work so well with lights that have switches on the light head if you want to switch the light on or off or adjust the brightness while riding.

Carradice bar bags have a T-piece to hold lights that is suspended from underneath the bag by a bayonet fixing.

Depends how far above your wheel the bars are. Mine are quite close.
