Baby garlic on the edge of my elephant garlic

Mrs Speshact, who does the allotmenty thing, asks if anyone know whether the 'baby' offshoot garlics will grow if planted? We shall of course eat the elephant garlic bulb.

I'm told (by our allotment gurus) that they will grow, but will not produce usable sized bulbs in the first year.
