Bicycle uglification / function over form/ rat bikes/ beaters

At first I thought this was a Langster, then I realised it was something else (Bianchi?). Then I saw a jubilee clip round the head tube (to stop a crack propagating?), and it has a MTB chainset with a DH ring, and v-brake pads in the brake caliper and a carbon fork, and that it had horizontal drop outs which look to have been filed open to give some chain tensioning ability, and except for the silly handlebars the whole thing looks awesomely ratty! Like!
