A service like Hidemyass or another VPN might do the trick for getting around location-based restrictions etc. but I don't see why I'd trust some random company on the internet more than I'd trust anyone else (including the government). I have no reason to believe they wouldn't roll over with a little encouragement.
Tor might be an option, but generally I'd say that unless you have a particular need for anonymity, don't bother. If it's on the internet, it's not 100% private.
