Spotted a rather nice looking fixed chained up outside a coffee shop in The Lanes in Brighton on Saturday - no brakes at all, white frame, black dots on white rims, VERY narrow flat bars. Anyone from this parish want to own up?

Did it have a slack chain and a freewheel?
A bike for decorative purposes, often to be found being
pushed
by the usual Nathan Barley types.
