What's the difference between an EPC and an OCEPC?

We're told we need an On Construction EPC rather than an EPC because our late Mother's flat was built after 06/04/2010.  What's the difference?

A website says "On Construction EPCs are produced off plan using full SAP (standard assessment procedure)", does this mean that construction drawings are used??

To your final sentence, Yes.  If the drawings are not available a) the builder should be ritually disembowelled, and b) an EPC assessor can just do one.
